Studying in Prague and thinking about renting a car for Oktoberfest. Do I need an Intl. Driver's License?

Does the Czech Republic require that you have an international driver's license to rent a car? Will I be able to get into Germany at the border without one? If I need one in the Czech, how do I get one since I'm here already?
