Did the Tanahk give any indication that a Talmud would be necessary? ?

on mount sinai G-d gave moses the written law which is the torah or tanakh and also the oral law which was written down after the destruction of the second temple because people were forgetting the oral law that was called the mishna after that they wrote down down and called it the talmud which explains the mishna
