Are the words "Bud of love" a simile or a metaphor? or neither?

it's neither, i do know that. Similes use "like" or "as" and a metaphor would go "love IS a bud". I'm not quite sure what that makes it, though. A saying? A turn of phrase? A comparison? I don't know....
